The state of property and water must be increased, conditionally

 The Narendra Modi government is stipulating that the state should increase property tax, water tax and drainage charges to increase revenue in the municipality.  While Chief Minister Mamata Banerjee is reluctant to impose taxes on the public, municipalities need to fix charges for water tax, sewerage and sewerage use in line with the Centre's argument, property tax hike and market rates.

 To address the Corona crisis, the Center has allowed state governments to borrow up to 5 per cent of the state's GDP instead of 3 per cent.  But in order to take full advantage of it, one country-one ration card, increase in municipal revenue, reform of power distribution company and easy business environment — in these four cases, the Ministry of Finance has decided what conditions must be met in a given time.

 The central position is that in order to reform the power distribution system, farmers have to deposit cash subsidy directly in their accounts without providing free electricity.  Farmers will pay the electricity bill with that money.  The cost difference between the income of the power distribution company should also be reduced.  The industry will have to renew the license conditions every year.  In order to introduce one country-one ration card by December, the condition of merging ration card with Aadhaar has to be accepted.  After hearing this condition from the Center, the top brass of Navanna argued that the digital platform for one country-one ration card has not been created yet.  But the center is imposing conditions on the state.  Will Delhi fix the municipal tax or not?

 Although an additional 2% loan is allowed, the Center is initially allowing 0.5% loan unconditionally.  After that the conditions of four reforms have to be fulfilled.  If one reform is done, additional loan can be taken at 0.25%.  A further 0.5% loan can be taken if at least three of the four conditions are met.  The state will be given clearance only if the ministries of food-mass distribution, urban development, power and industry-commerce are satisfied with the state's reform work.
